Technology Transfer Based On Licensing

On June 7-8, 2000, the Russian Agency for Patents and Trademarks (Rospatent) together with the European Patent Office (EPO) will conduct a Regional Seminar on Technology Transfer Based on Licensing. A Round table discussion and an International Internet Workshop planned in the framework of this Seminar.

Time of the Internet Workshop: 14.30 – 17.30 Moscow time

Purpose

In the course of the Internet Workshop it is supposed to discuss the most urgent problems associated with the legal regulation of technologies and intellectual property rights transfer, enforcement practice in the Russian Federation and in the countries with the advanced market economy, peculiarities of legal regulation of technologies import in the EC member – countries, specifics of licensing operations in conducting international transfer of technologies, licensing of trademarks and trade names in Russia. The Internet Workshop will give a unique possibility to find out the opinion of leading Russian experts and experts of the EU countries on the most acute problems of licensing technologies and intellectual property rights.

Participants

Trainees of the Seminar – representatives of organizations, business circles and enterprises of all CIS member countries, Mongolia, as well as experts from different regions of the Russian Federation, engaged in a complex of issues, relating to the transfer and licensing in the field of the intellectual property, will also take part in the Internet Workshop, organized within the framework of a Round table discussion on the results of a Regional Seminar.

The questions of the participants of the Internet conference and workshop trainees will be answered by the speakers of the Regional seminar – leading experts of Rospatent system, of the patent and license firm "Transtechnology", invited foreign experts – patent attorneys William E. Bird (Belgium) and Klaus Dieter Langfinger (Germany).

Themes for Discussion

The following topics are offered for discussion during the Internet Workshop on the problems of technology transfer based on licensing:

1. Transfer of technologies in the Russian Federation: objects of transfer, basic forms of legal regulation, enforcement practice, directions of the improvement of the legislation.
2. Transfer of technology in the countries of the EU: the basic forms, sources of legal regulation, peculiarities of the state regulation of import of technologies.
3. Licensing in the international operations on technologies transfer.
4. Other subjects representing interest for the participants of the Internet Workshop.

Basis for the discussion at the Internet Workshop will be the presentations given at the Regional Seminar (see Programme of the Workshop).
